Purpose of the Role

The Contract Manager will oversee the effective management, performance, and quality assurance of subcontracted providers within the Kent Therapeutic Alliance. The postholder will ensure that subcontractors meet contractual obligations, deliver high-quality therapeutic services, and comply with all operational, safeguarding, and governance requirements. The role is pivotal in supporting seamless mobilisation, delivery, and continuous improvement of services for children, young people, and families across Kent.

Key Responsibilities

  1. Contract & Performance Management

1.1 Monitor contract delivery against contractual KPIs, SLAs, and quality standards.

1.2 Lead regular performance reviews, including data analysis, reporting, and action planning.

1.3 Ensure contractors maintain compliance with safeguarding, GDPR, clinical governance, and health & safety requirements.

1.4 Manage contract variations, renewals, extensions, and change control processes.

1.5 Ensure accurate contract documentation and version control.

  1. Operational Oversight

2.1 Act as the primary point of contact for contractors, fostering positive working relationships.

2.2 Support mobilisation and service start-up, ensuring subcontractors are operationally ready.

2.3 Coordinate communication between internal teams and contracted partners to ensure joined-up service delivery.

2.4 Troubleshoot operational issues and escalate risks appropriately.

  1. Quality Assurance & Continuous Improvement

3.1 Conduct quality audits and site visits to ensure high standards of therapeutic service delivery.

3.2 Support contractors to develop and implement improvement plans where performance gaps are identified.

3.3 Work with clinical and safeguarding leads to ensure practice standards are met.

  1. Reporting & Data Management

4.1 Produce monthly and quarterly performance reports for internal governance and commissioners.

4.2 Ensure contractors submit accurate and timely data.

4.3 Track outcomes and contribute to evaluation and service development.

  1. Stakeholder Engagement

5.1 Represent the organisation in partnership forums, contract meetings, and commissioner updates.

5.2 Build effective relationships with local authority partners, community organisations, and clinical stakeholders.

ESSENTIALDESIRABLE
QUALIFICATIONSDegree-level education or equivalent experience.

Evidence of continuous professional development.
Qualification in contract management, project management, or commissioning (e.g., CIPS, PRINCE2, APM).

Understanding of therapeutic or clinical service environments.
EXPERIENCE, SKILLS AND ABILITIESExperience managing contractors, suppliers, or commissioned services.

Track record of delivering effective performance and contract oversight.

Experience working in health, social care, children’s services, or similar regulated environments.

Experience using data to drive performance and decision-making.

Experience preparing performance reports for senior leaders or commissioners.
Experience of service mobilisation or service transformation projects.

Working knowledge of NHS or local authority commissioning frameworks.

Familiarity with safeguarding processes and standards.

KNOWLEDGEStrong understanding of contract management principles and performance frameworks.

Ability to analyse service data and identify performance trends.

Excellent communication and relationship-building skills.

Strong organisational skills with the ability to manage competing priorities.

Knowledge of safeguarding, governance, and regulatory compliance.

Proficiency with digital record systems and MS Office (Excel, PowerPoint, Word).
Knowledge of Salesforce or an alternative Case Management and Reporting System.
